In support of the Accelerated Child Survival and Development (ACSD) Strategy, and under the supervision of the Chief of Moroto Zonal Office and general guidance of the Chief WASH, responsible for the planning, implementation, monitoring and evaluation of the sub-national level WASH programme implementation in all district covered under Moroto Zonal Office, and to facilitate the planning, implementation, monitoring and evaluation of UNICEF's water and sanitation humanitarian response activities including strengthening emergency preparedness and response capacity.

Your profile:
- Advanced university degree in civil engineering, water engineering, health sciences related to sanitation or other related technical field.
- Five years of progressively responsible professional work experience at the national and international levels in social development, management, monitoring and evaluation. Familiarity and experience in coordination with other UN agencies, government and NGO partners a plus. Experience in complex emergencies required and management of staff, logistics and financial assets a must. Experience in designing, implementing and monitoring emergency WASH activities an asset.
- The incumbent will be heading a district a district office, a role that requires proven management experience, financial management skills and experience and negotiating skills
- Current knowledge of humanitarian/development issues, policies, as well as social programming policies and procedures in international development cooperation.
- Ability to supervise and direct a small team of staff in a difficult environment
- Proven ability to conceptualize, innovate, plan and execute ideas as well as transfer knowledge and skills
- Ability to express clearly and concisely ideas and concepts in written and oral form
- Analytical, negotiating, communication and advocacy skills.
- Training ability
- Computer skills, including internet navigation and various office applications.
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization
- Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.
