Project/Proposal Summary: 
MSI seeks a seasoned Chief of Party (COP) for a three-year technical assistance project in Uganda. The goal of the project is to provide assistance to the Civil Society Fund (CSF) of Uganda in the role of the Technical Management Agent. The purpose of the CSF is to bring together multiple donor funds and disperse grants to civil society organizations that are fully aligned with national plans and decision taking processes and enable an effective, scaled up and comprehensive response to HIV/AIDS, TB and malaria.

Position Summary:
The Chief of Party will provide the overall technical and administrative management for the duration of the three-year project and maintain accountability to headquarters office in the United States and to USAID/Uganda.

Responsibilities:

  • Provide overall leadership for the implementation of the project;
  • Serve as principal liaison with USAID, counterparts and other donors;
  • Oversee fulfillment of all contract delivery requirements including all reports;
  • Provide technical inputs in areas of his/her expertise in building capacity of the CSF and its grantees to effectively disburse and manage grants;
  • Oversee internal management of the project including the budget and performance monitoring and evaluation.
Qualifications:
  • Demonstrated management and leadership skills working with large and complex programs;
  • Substantial technical expertise in building capacity of local organizations to manage and implement effective granting processes;
  • Demonstrated ability to develop and foster relationships with donors, local governments, donor-funded implementers and other Civil Society Organizations;
  • Experience in managing provision of technical assistance to respond to HIV/AIDS, OVC, TB, and malaria;
  • Experience in developing capacity of indigenous organizations to assume full responsibility of project's scope of work;
  • Experience working in East Africa, previous experience in Uganda and strong knowledge of East Africa decentralization issues are strongly preferred;
  • Demonstrated experience managing and reporting on large USAID-funded programs;
  • Outstanding interpersonal and diplomatic skills;
  • Knowledge of Bantu or other language(s) spoken in Uganda is a plus;
  • Willingness to travel within Uganda.
