Balanced Scorecard QA consultant - PricewaterhouseCoopers, Uganda
The Uganda Revenue Authority adopted the Balanced Scorecard as a strategy management framework in 2008.
The Objectives of the consultancy are to;
a) Quality Assure the new strategy development process based on the BSC.
b) Quality Assure the Development of the corporate planning process manual
c) Review and quality Assure the developed scorecards and ensure alignment with the Corporate strategy
d) Advise URA on how to translate the developed strategy into performance metrics for individual and Corporate Performance
e) Advise URA on the cross functional linkages with existing initiatives like the Electronic Tax System(etax), Human Resource Information systems(HRIS), Activity Based Budgeting(ABB)
Deliverables/ Outputs will be:
• Report on the review of the Strategy development Process
• Comments and recommendations on the developed scorecards
• Final report showing daily activities, time spent on each activity and recommendation for future CPPT activities.
Minimum experience required:
• At least Ten (10) years experience in building and implementing Corporate/Strategic Planning processes.
• Experience in business process re-engineering in a tax administration is an added advantage
• Training and experience in project planning and management
• Previous consultancies in strategic/Corporate Planning or related fields
• Experience and knowledge of Corporate Performance Measurement, monitoring and Evaluation based on the Balanced Scorecard methodology
• Knowledge and experience in Automated performance management system with specific exposure under the BSC framework
• Demonstrated evidence of having worked on similar or related assignments preferably in Tax Administration or public sector institutions.
• Demonstrated Experience in managing corporate wide change.
Assignment period
The consultancy will be in two (2) phases, with the first phase commencing in November 2009
