Description
Tanzania represents one of the countries with the fastest growing urban agglomerations in Sub-Sahara Africa. This leads to substantial bottlenecks in urban service provision, especially in the provision of water supply and sanitation services to the population living in low-income areas (LIAs).

The primary objective of this baseline study is to collect and analyze data related to the provision of improved water and sanitation services in LIAs in 19 regional urban centres and Dar es Salaam. The study will assess the demand side as well as the supply side of service provision to the poor with the objective to:

Provide the Ministry of Water and Irrigation (MoWI) and the Energy and Water Utilities Regulatory Authority (EWURA) with detailed information on service gaps to give guidance on and better target investments mainly coming from the Water Sector Development Program (WSDP) towards necessary extension of service provision into poor areas.

Provide EWURA with information on small-scale service providers to develop an adequate regulatory approach.

The timeframe for the baseline study is 14 months (60 weeks) starting in October 2009.

Key consulting input is required to locate and identify each LIA separately and survey residing population and small-scale private operators using questionnaires/tools developed in Kenya for a similar data collection exercise.

Contracting authority is GTZ (Deutsche Gesellschaft für Technische Zusammenarbeit GmbH) in cooperation with the Energy and Water Utilities Regulatory Authority (EWURA) and the Ministry of Water and Irrigation (MoWI) in Tanzania.

Job description:
The international Team Supervisor will be part of a comprehensive and complementary Consultant Team consisting of international, regional and Tanzanian national long- and short-term experts.

The Team Supervisor will guide and coordinate the Consultant Team. He/she will be responsible for the quality and timely delivery of all outputs as well as the recruitment of field staff. He/she will serve as the permanent contact person for the Tanzanian partners as well as GTZ. He/she will inform and establish contacts with all relevant government organs and private entities such as Water Service Providers, local authorities, etc. Furthermore, he/she will provide anchorage of the exercise and the output data to the GTZ/EWURA/MoWI.

Qualification:
The Team Supervisor should be a professional engineer, economist / socio-economist or business manager with a minimum of 10 years experience in the field of water and sanitation.

He/she should have sufficient experience in commercial and technical aspects of WSS particularly service provision to the urban poor. Considerable experience in conducting baseline and/or socio-economic studies in the water sector is a requirement. This includes the development of appropriate tools, coordinating large field teams, data collection in the field, database development, data entry as well as data analysis. He/she must be well acquainted with the most commonly used methodologies for such surveys.

He/she should have proven management experience and communication skills.

Furthermore, he/she should have regional experience (Sub-Sahara Africa). Proven work experience in Tanzania or in similar situations to those in Tanzania is an advantage.

Fluency in English, good computer and report writing skills. Kiswahili is a plus.
