The Chief of Party, Uganda ("COP") will provide technical leadership and managerial oversight for the project involving HIV/AIDS & TB, and will ensure timely implementation and reporting of activities. The COP will liaise with other organizations in order to ensure coordination of this project with activities being undertaken by other partners. The COP will supervise all activities under the contract, and will have overall responsibility for the successful performance of the technical assistance team. S/he will provide strategic leadership and bear primary administrative responsibility for all administrative requirements to fulfill the performance objectives specified in this contract. S/he is the official representative of the contractor, and maintains communication between all relevant stakeholders.

1. Provide overall direction of all technical and administrative operations under the contract.

2. Function as the primary liaison between the USAID and other collaborating agencies on all administrative and financial matters related to the project.

3. Adapt, implement, and oversee an annual project planning cycle which formulates comprehensive annual contract work plans and budgets in accordance with the USAID annual planning cycle, and assures timely disbursement of funds. Ensure integration of technical strategies with each other and with the overall operational strategy of the project.

4. Ensure that all work planning is completed effectively with counterparts and partner organizations.

5. Oversee the adaptation and implementation of management systems with standard operating procedures to administer all activities funded by the contract. Arrange for and oversee local financial staff that will be responsible for disbursing all local costs under this project, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to USAID.

6. Ensure the integration, consistency, and high quality of the direct and subcontracted work under the project. Supervise the work and assess the performance of all long-term and short-term advisors, consultants, and staff.

7. Manage and supervise the project staff in the identification of all of the project's technical assistance needs required to achieve the expected outputs of the contract; develop suitable scopes of work; recruit consultants; and execute technical assistance contracts. Supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing and assuring adherence to MSH policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.

8. Together with the MSH/Cambridge Project Support Leader, maintain good working relationships with all partners and subcontractors to ensure that the project receives the full benefit from their specific areas of expertise.

9. Together with the Project Support Leader and the contracts and grants administration unit, supervise all institutional subcontracts executed under the prime contract.

10. Coordinate and identify with the project staff training needs and opportunities to support the project.

11. Other duties as required.

1. Minimum of a master's level education/ training or its equivalent in Public Health, Health Management, Public or Business Administration, or a related field.

2. Demonstrated success as the Chief of Party of a comparable multi-dimensional USAID project, managing professional and financial resources on a similar scale preferred.

3. At least 10 years' successful prior experience working with national and local governments on the development and/or implementation of complex health programs in the developing world preferred.

4. Experience with institutional strengthening of NGO administrative and financial systems, and oversight of grants programs.

5. Significant previous experience in the implementation of HIV/AIDS, TB, and ART/ARV programs in the field preferred.

6. Demonstrated ability to make sound decisions in a timely manner.

7. Familiarity with and understanding of USAID regulations and administrative procedures.

8. Familiarity with local government systems and procedures in the implementation of donor-assisted projects.

9. Proven ability to communicate well with, motivate, guide, and direct all levels of staff. Hands-on senior staff supervision experience required.

10. Proven record of aligning diverse, multi-level teams with project mission and vision.

11. Track record of strong commitment to sharing knowledge, documenting experience, supporting creative initiatives, and sharing credit.

12. Demonstrated ability to work well with senior colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.

13. Commitment to working closely with MSH/Cambridge and partner organizations on a collaborative basis.

14. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.

15. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
