Description
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$15 billion to over 740 programs in 140 countries.
The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected
Established in the External Relations and Partnerships Cluster, the Southern Constituencies Team aims to
  • Increase participative ownership in Global Fund financed programs by political and policy decision makers at all levels;
  • Promote positive instrumental value of the work of the Global Fund among recipient countries and emerging economies leadership including the possibility of their becoming donors;
  • Develop institutional alliances by engaging and obtaining effective partnership commitments from member state political, legislative and economic institutions at the country, regional and global level and;
  • Generate evidence to shape the Global Fund understanding of the political and socioeconomic effect of its activities.
Under the supervision of the Manager, Southern Constituencies, the incumbent is the main focal point for leadership of recipient countries, Regional Economic Communities and Member States policy, initiatives and programme engagement and their interaction with the Global Fund. Specifically focusing on sustained relationship building and management, programme design, development and implementation the incumbent will initiate, guide, facilitate, manage, coordinate and monitor dialogue in health and health related issues with countries, regional economic communities and other pertinent institutions with particular interest to the Global Fund. He/she will seek to promote partnerships, cooperation and an understanding of the health policy environment within the Global Fund, among countries, agencies and interested parties with a view to creating an environment for increased instrumental value.

 
Key Responsibilities and Accountabilities
  • The main duties of the Senior Partnerships and Cooperation Officer is to:
  • Prepare briefing notes, policy papers, statements and fact sheets which will inform heads of states, ministers, parliamentarians, communities and key stakeholders on the policy and strategic processes of the Global Fund;
  • Develop and publish clear guidelines for partnerships and cooperation with countries, regional economic groupings and global leaders for health development;
  • In the context of the first objective initiate the holding of essential high level events, meetings, workshops and round tables on key policy and programme issues related to the instrumental value of the Global Fund;
  • Work with other teams to ensure the effective representation and participation of Global Fund representation at Regional and Global Economic representation on the Global Fund Board;
  • Create a comprehensive database of political leadership and key persons in southern constituencies essential for the Global Fund objectives;
  • Undertake any other assignments as may be required by the Manager.

Qualifications and Membership
Essential
Advanced University degree in International Relations, Social or Political Science, Economics, Marketing, Public Relations or Journalism.

 
Desirable
PhD in International Relations, Political Science, Economics, Management, Marketing, Journalism or Public Relations.

 
Experience
Essential:
At least seven to ten years of progress relevant professional experience (three years for PhD) in an international or private sector setting or managing health or economic policy introduction campaigns at a global level.

 
Desirable:
Director or Head of Unit level with similar qualification and experience particularly in managing policy and product development, launching and management.

 
Technical skills and competencies
Skills:
The prospective candidate will be a seasoned international relations expert, political economy analyst and commentator, brand or brand accounts manager, published or features writer with knowledge of global health politics, economic development policy and processes. Should have the ability to plan and manage a campaign, establish, manage and maintain good working relationship using tact and discretion in multinational environment; self-motivated and innovative at the highest level.

Languages
An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages an asset.

CONDITIONS OF CONTRACT

The Global Fund is a foundation established under the laws of Switzerland enjoying certain privileges and immunities in Switzerland pursuant to a Headquarters Agreement concluded between the Swiss Federal Council and the Global Fund on 13 December 2004.

 
The person selected for this position will be appointed for a continuing duration contract.

 
We offer competitive remuneration packages. Salaries are paid in Swiss Francs, and salary and benefits of staff are exempt from taxation in Switzerland. This position is at Global Fund Grade 05 with a minimum basic annual salary of 119,200 Frs.
