EU TA for the Regional Food Security and Risk Management Programme (REFORM) - Djibouti - Regional
Implementation phase
Contract duration : 22 months
Commencement date: 30th June 2009
The present project concerns the provision of technical assistance for (i) overall programme coordination and ii) the social protection and DRM components which are both implemented by IGAD. The technical assistance team is placed under the responsibility of the Executive Secretary of IGAD in his function as Regional Authorising Officer (RAO). The Programme Coordinator will ensure, under the authority of the RAO, the overall coordination and monitoring of the REFORM programme. He/she will be responsible for efficient and effective implementation of the programme and that the overall objectives and expected resulted are achieved, including the following:
The Programme Coordinator will possess university Masters degree relevant to SP, vulnerability and DRM approaches to food security.

Implementation phase
Contract duration : 22 months
Commencement date: 30th June 2009
- Ensure efficient, effective and timely implementation of the IGAD programme estimates under the REFORM programme;
- Strengthen the capacities of IGAD and COMESA to lead, coordinate and manage regional food security programmes (including REFORM);
- Assist the REFORM Programme Steering Committee in coordinating and guiding the implementation of REFORM;
- Facilitate cooperation and coordination in food security strategies in the region.
The Programme Coordinator will possess university Masters degree relevant to SP, vulnerability and DRM approaches to food security.
Professional experience
- Proven track record in managing programmes in areas relevant to REFORM such as food security, social protection, vulnerability and disaster risk management.
- Proven experience in management of EDF projects.
- Excellent command of English as well as communication and report writing skills.
- Experience with regional cooperation and integration and experience in the IGAD and/or ESA region would be an asset.
The Programme Coordinator will be contracted to the IGAD Secretariat. The mission will include travelling within the region covered by the REFORM programme.
