Description: The Civil Military Initiative is a new project established by the Deputy Assistant Secretary of Defense for African Affairs to strengthen relations and dialog between military and civilian organizations that share increasingly interconnected roles in promoting security and stability in Africa.

The Program Assistant, PA is an administrative position in support of CMI's programs. The PA will have exposure to CMI's programs and the substance of CMI's initiatives and have the opportunity to learn about Civ-Mil relations, health, environmental, security-sector, disaster management, and humanitarian assistance issues in Africa. The PA will provide day-to-day administrative and program support and will provide any and all administrative and logistical support necessary to ensure the successful implementation of project activities, including participation in program planning, interface with finance/operations/accounting teams, and program reporting.

RESPONSIBILITIES: The following job description is based on current project plans and will develop over time as program activities evolve and to the extent that the PA demonstrates interest and facility in handling tasks. The PA will Assist with event and program planning/implementation: Assist CMI program staff with event planning and arrangements such as meeting room, hotel, catering and travel bookings; participant contact and support; badging; registration; local transportation; on-site support during events, etc.; Interact with other vendors as necessary e.g. printing publishing, equipment rental; Provide assistance and support to program speakers and participants. Provide day-to-day administrative and program support: Track project calendar and task lists; Draft copy-edit correspondence; photocopy, fax,email documents; undertaking mass mailings;handle correspondence; answer telephone calls; make meeting arrangements, etc.; Maintain contact data base; Make travel arrangements for staff travel and assist staff to complete travel expense reports; Attend meetings and take minutes during meetings; draft meeting minutes; Obtain and disseminate information regarding MPRI finance accounting and operations; Identify, verify and comply with MPRI policies and procedures for administrative, finance, operations, HR, and security issues. Assist with website development and maintenance and preparation of brochures/collateral materials: Interface with web development vendors; Track client requirements for web development and website functionality; Assist in developing links to other information sources; Post new information and materials to website; Manage correspondence received through website and track for and other interactive tools hosted on website. Assist with reporting: Provide input to bi-weekly and monthly reports; Draft and edit work plan calendars and other associated documents and maintain Microsoft Project; Provide input and assist in preparation and dissemination of other project reports. Work with other program staff to develop project library and provide materials and information to partners and counterparts: Assist with procurement and review of materials in CMI fields of interest; Conduct regular review of press journals for articles/materials related to CMI areas of interest; Review catalogs, websites and other resources for materials useful for project and catalog these items as appropriate; Assist in preparation of materials for distribution to partners and project participants. Provide support for project financial management: Review expenditure requests; Verify whether charges are allowable, reasonable and appropriate with MPRI finance, operations and accounting staff; Assist in tracking Task Order budget and expenditures; Assist Program Director in ensuring compliance with DoD, MPRI and L-3 policies and procedures.

The PA must demonstrate well-developed analytical skills; attention to detail; follow through; excellent written and oral communication skills; respect for deadlines; flexibility, and a solution-oriented approach. The PA must be well-mannered and capable of dealing with senior military and civilian leaders and their staffs in a professional and respectful manner.5

This position is currently expected to be funded through September 30, 2009 with possible extension or conversion to permanent employment.

Criteria: 1- 2 years professional experience, may include internships or voluntary work - preferably with an international development organization, USAID, U.S. State Department, DoD or DoD contractor; B.A. in related discipline e.g. international relations, international development, African Studies, business, health policy, environmental studies or natural resource management; experience with event planning, travel logistics and catering preferred; understanding of standard administrative practices and roles; excellent oral and written communication skills; excellent organizational, relationship building and multi-tasking skills; Facility with Microsoft Word, Excel, Power Point, Microsoft Outlook required. knowledge of Access, Microsoft Project and SharePoint preferred; willingness and ability to learn new software applications quickly and independently as necessary; interest in Africa, Africa-related issues, international development and security and/or civil-military affairs; understanding of basic finance and accounting principles, as well as familiarity with Federal Acquisition regulations a plus; foreign language skills, French, Portuguese or Arabic a plus. Personal Qualities: comfortable with cold-calling, troubleshooting, and working independently self-starter in a fast-paced environment; attention to detail;tenacity and a commitment to excellence

Note: Ability to successfully complete the Stanley Background Investigation to include; 50 State Criminal, Education, Employment, Credit and Driving Records Checks for continued employment is required. Possession of a Government Agency Background Investigation/Security Clearance is required to begin employment. Your ability to maintain this clearance is required for continued employment; US Citizenship is required.
