Summary Description
The Program Officer will be responsible for developing, monitoring and coordinating grant-making activities for a newly-established Economic and Social Rights portfolio in the New Delhi office. The goal of this portfolio is to create effective institutions and mechanisms for people to demand and access their economic and social rights – including the right to housing, education, health, land, food, and employment – and to have remedies available where those rights are violated.

Under the direction of the Foundation’s Representative in New Delhi and the Director of Human Rights in New York, the Program Officer will develop grant-making and other program activities to implement strategies that would include support for: public interest litigation and advocacy; monitoring of rights violations and applied policy research; and strengthening local, national and international institutions, partnerships, networks and alliances. The Program Officer will also support the thematic focus on the New Delhi office on geographic and demographic correlates of persistent poverty in India, with particular focus on women and adolescent girls, tribal communities, and religious minorities, and particular attention to the Indian dry lands and central tribal belt and to urban slums. This portfolio may also extend to targeted support for advocates and human rights activists in Nepal and Sri Lanka seeking to keep economic and social rights recognized and protected through the transitions underway in those states.

In establishing this new portfolio, the Program Officer will review the current status of the field in South Asia, the recently developed program strategy for the worldwide line of work for Advancing Economic and Social Rights, and the status of the grants in the Foundation’s existing New Delhi portfolio having economic and social rights components. S/he will also formulate plans to implement the new grant making strategies developed; solicit, review, and respond to grant proposals; prepare recommendations for Foundation funding; and work closely with other foundation staff in the New Delhi office and the global Human Rights unit. The Program Officer will be expected to provide intellectual leadership in the field of economic and social rights, and is also is expected to collaborate broadly with scholars and practitioners, government agencies, non-governmental organizations, and other donors on issues of common program concern.

Qualifications
Significant practical experience in the field of human rights and substantial exposure to and work in the South Asian context. Excellent academic credentials with a legal background a strong plus; a strong desire to achieve impact; a proven track record of achieving change; strong communications capabilities, including a clear ability to convene and drive a group to action; and the proven capacity to work in teams.
