DESCRIPTION

Cambridge Education is looking to recruit two junior specialists to join our team providing capacity building support to the National Council of Educational Research and Training (NCERT) in India. This project is building capacity at the National and State levels in learning achievement surveys and evaluation of quality initiatives. Cambridge Education is contracted by DFID as the lead partner in a Technical Service Agency (TSA) consortium of organisations to provide and facilitate this support.
Based in New Delhi, working as a member of a small team and reporting directly to the Team Leader, you will be responsible for:
  • Providing support in development of assessment/evaluation skills and guidance to staff in NCERT
  • Support to TSA management in planning, administration and communications related to the national achievement surveys area or programme evaluation area
  • Support to and liaison with TSA partners in assessment or evaluation

Qualifications/experience
  • Advanced level degree or equivalent demonstrated competence in education, psychology, assessment & measurement, with working competence in statistical methods, use of SPSS and assessment data management and analysis or a specialisation in programme evaluation.
  • At least 3 years' experience of working in the education sector in India or in relevant context of the developing world
  • Experience of advising and facilitating capacity building projects and activities
  • Experience of working with government in the education sector in India or elsewhere.

Knowledge
  • Practical knowledge of conducting or assisting in design and execution of either achievement surveys, including knowledge of current theory and practicalities of modern assessment survey design and relevant techniques, including item response theory, statistical operations such as regression analysis, sampling and differentiation or programme evaluation including knowledge of evaluation approaches and designs
  • Practical knowledge of the universalising elementary education programme, SSA, in India and of educational development in other developing countries
  • Knowledge of current international literature on education sector reform especially with reference to systemic capacity building approaches and practices
  • Knowledge of Indian Government structures and systems

Abilities
  • Ability to write clear and concise reports, documents, summaries and other forms of communication in English
  • Ability to present findings clearly and in a comprehensible fashion
  • Ability to engage in discussions with senior Indian government officials and academics
  • Ability to use Information Technology relevant to the enumerated tasks
  • Ability to facilitate workshops and peer support activities to help build capacity in the area of assessment, under the guidance and with support from the Assessment Lead Specialist or Evaluation Lead Specialist and others, as relevant
  • Ability and readiness to work in a team, with overlapping areas of responsibility, and to contribute to the overall success of the team and its support to the client, combining both responsibility and commitment to delivering on tasks and also flexibility to meet the requirements of the project and context overall.
  • Ability to live in New Delhi through the duration of the contract and to travel within India on occasion if required to do so by the work.
