The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the US President’s Emergency Plan for AIDS Relief (PEPFAR). SCMS is tasked with strengthening or establishing secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS will: assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. SCMS will offer services in focus countries identified by the USG team, with SCMS field offices established in selected countries as required by the scope of work in the country.
**Roles & Responsibilities**
Responsible for the day to day operations of the of the Finance and Administration Department, ensuring that transparent procedures are followed for all expenditures and that adequate financial data and accurate reports are provided to support decision-making.

Responsible for the day to day operations of the of the Finance and Administration Department, ensuring that transparent procedures are followed for all expenditures and that adequate financial data and accurate reports are provided to support decision-making.
**Specific Responsibilities**
- Ensuring the smooth operation of technical efforts and field activities by providing accounting, management and logistical support to facilitate the implementation of CMS activities
- Conduct administrative, contractual operations and financial management systems according MOH/CMS established regulations, standard operating procedures and good business practice
- Establish and maintain transparent financial systems of the highest integrity
- Evaluate the financial impact of management decisions, ensuring that CMS receives value for money and that all financial transactions undertaken are in line with MOH/CMS established guidelines
- Design and prepare routine (monthly, Quarterly, Annual) financial reports for the management team
- Identify and implement interventions that promote efficient utilization of available resources
- Ensure that CMS financial management systems are well maintained and remain up-to-date
- Supervise administrative staff and provide management support to the technical team
- Put in place systems for proper management of office assets
- Bachelor’s degree or equivalent
- Business, accounting, or office management experience
- 5 years working experience in an administrative with advanced financial management, with preparing and managing budgets within an international organization
- Demonstrated practical knowledge of Microsoft applications specifically, Excel, Access and Word.
- Knowledge in use of quickbooks accounting package
- Demonstrated translation/interpersonal and team building skills
