Crown Agents USA, Inc. seeks an SCMS ARV Logistics Officer for our Supply Chain Management Systems project at our offices in Gaborone, Botswana.

The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) contract for the U.S. Agency for International Development (USAID) as part of the President?s Emergency Plan for AIDS Relief. SCMS will strengthen or establish secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS will assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. SCMS will establish field offices in selected countries as required by the scope of work in the country.
Responsibilities
The ARV Logistics Officer will provide technical assistance to the Ministry of Health-Drug Management Unit (DMU) and other partners, including the Central Medical Stores (CMS), by supporting ARV forecasting and quantification and strengthening supply chain information management systems for ARVs and related commodities.
Specifically, the ARV Logistics Officer will have responsibilities including, but not limited to, the following:
- Undertake annual forecasting and quantification of ARVs, OI drugs, and other HIV/AIDS related commodities using tools such as Quantimed and Pipeline.
- Conduct quarterly forecast reviews involving a technical work group to ensure forecast accuracy.
- Develop a mechanism to promote close collaboration between DMU and CMS procurement units to develop, implement, and monitor ARV supply plans.
- In collaboration with the DMU and CMS, monitor ARV consumption through analysis of monthly ARV distribution data.
- Establish a system and procedures for continuous monitoring of ARV stock status at CMS to avoid stock outs, over stocks and expiries.
- Develop and implement an ARV supply management issues early warning system with the Ministry of Health and other stakeholders.
- In collaboration with the DMU and relevant stakeholders, ensure timely submission of monthly reports, monitor stock status at treatment sites to avoid stock outs/overstocks/expiries and ensure adequate commodity levels throughout the pipeline.
- Assist the ARV Procurement and Supply Management Monitoring and Evaluation Team to compile, analyze, and monitor performance indicators for ARV procurement and supply management systems.
- Support the DMU to routinely compile, analyze and disseminate data on the ARV supply chain at central, regional, and treatment site levels.
- Serve as a training resource for quantification and supply planning.
- Serve as a resource for the periodic (quarterly) meetings of the ARV Logistics Coordinating Committee.
Qualifications
- A degree in Pharmacy or other health professions, public health, logistics or related field
- 5 years experience in logistics management, warehousing or distribution operations, preferably in the pharmaceutical sector.
- Experience in ARV logistics management including: Determination of appropriate quantity and timing of ARV distribution, Ability to find, record and analyze data relevant to ARV supply chain and develop recommendations to improve supply chain performance, and Writing quarterly reports on outlining performance of supply ARV chain appropriate for client consumption.
- Strong analytical skills including the ability to analyze business processes, information systems, organizational policies and human resources to determine weaknesses in processes and propose changes.
- Developing country work experience.
- Excellent skills in representation, liaison and collaboration with government, private, and non-governmental organizations
- Excellent reporting and writing and communication skills in English
- Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, Project, Visio and PowerPoint
- Knowledge of Quantimed and Pipeline a plus
- Long term resident working experience in Botswana preferred.
