The QED Group, LLC seeks qualified Chief of Party candidates for an anticipated USAID-funded project to provide technical support to the Civil Society Fund (CSF). This involves working closely with the Financial Management Agent (FMA) and Monitoring and Evaluation Agent (MEA) to provide technical support to build capacity of the grantees.
The purpose of the CSF in Uganda is to bring together multiple donor funds and disperse grants to organizations that are fully-aligned with national plans and decision-taking processes to enable an effective and more sustainable response to HIV/AIDS, TB, Malaria, and improve the quality of OVC (Orphan and Vulnerable Children) services.

Responsibilities:
- Provide overall technical and managerial oversight of the program, including implementation of, progress on, and quality of performance related to grant-making, sub-contracting, and technical assistance under this program.
- Efficient management of financial resources, including the review and approval of program budgets and monitoring of expenditures.
- Establish and maintain good relationships with relevant counterparts, partners, government officials, and all other stakeholders; serve as principal liaison with USAID.
- Achievement of project objectives as measured through the project monitoring plan.
- Recruiting and supervision of local staff.
- At least 10 yrs of experience with program management and implementation, with significant experience building sustainable capacity of local organizations to effectively manage grants.
- Demonstrated experience managing programs providing technical assistance in response to HIV/AIDS and infectious diseases, including OVC services.
- Experience fostering relationships with local governments, donors, and CSOs, particularly on large USAID-funded projects.
- Experience working in Uganda and/or East Africa preferred.
- Willingness to travel within Uganda
