Khulisa Management Services is a South African-based firm that provides a wide range of monitoring, evaluation, research, and information management services with particular emphasis on health (especially HIV/AIDS), education and social development. Since 1993, we have served over 130 different clients including the South African national government, provincial departments, local and international donors, corporations, non-governmental organizations (NGOs), and other service providers.

Khulisa is seeking a Monitoring and Evaluation Specialist for an anticipated public health project in Uganda. The National Monitoring and Evaluation (M&E) Specialist will be based in Uganda, where he/she will be engaged in all aspects of project monitoring and evaluation.

This individual will oversee and coordinate all the monitoring and evaluation and research activities throughout the life of the three to five year project including designing data base systems to conducting full M&E tracking of indicators for purpose and output activities, conceptualising appropriate M&E systems, writing reports, developing timelines, developing research instruments, collecting data, analysing data and preparing and facilitating presentations/workshops; guiding and supporting the other M&E staff and others involved in M&E duties through teamwork and supervision; assisting in HR practices such as skills development, staff motivation and development, team building, supervision of staff and recruitment and selection and project management duties.

Responsibilities:
Overall

Strategic project design
Developing and overseeing the project's M&E strategies and requirements
Developing the Performance Monitoring Plan
Developing the M&E training program
Training of staff on M&E processes and procedures
Monitor project performance to targets
Writing progress reports
Collaboration and negotiation with government ministries
Engages in project management tasks

 
Monitoring, Evaluation and Research
  • Conceptualising/ Designing appropriate systems for managing project data (at source, collection, collation, and for reporting);
  • Assists in the design electronic (e.g. database) and manual (e.g. paper-based) systems for tracking indicator data;
  • Design reporting formats and frameworks for indicator data
  • Coordinate M&E training
  • Develops research instruments, collecting data and doing quality control
  • Conducts both quantitative and qualitative data analysis using statistical software
  • Coordinates, monitors and conducts fieldwork (as needed)
  • Prepares and facilitates presentations
  • Assists trainer and facilitates training workshops
  • Conducts research from sources such as libraries and the internet
  • Interprets and reports on data
Qualifications and Requirements:
  • Minimum Masters degree in relevant Social Science discipline
  • Minimum of 5 years experience in the education sector
  • Minimum of 5 years research and data analysis experience
  • Working knowledge of English is required, additional local Ugandan languages are highly desirable
  • Thorough understanding of Monitoring and Evaluation principles;
  • Report writing;
  • Instrument development; collection of data;
  • Research method and methodology;
  • Average to above average knowledge of statistics;
  • Administration procedures relating to specific working environment.
  • Word processing, spreadsheets; databases, and statistical research software;
  • Project management;
  • Evaluation of international development projects in developing countries;
  • Related experience should include strategic planning and performance measurement and indicator selection;
  • Quantitative and qualitative data collection and analysis methodologies
  • Database management and design knowledge desirable
  • Knowledge of OVC care and service provision an asset
  • Experience in conducting baselines
  • Demonstrated ability to build capacity of project team and partners
  • Excellent written and spoken communication skills
