Transport Sector Development Specialist/Team Leader, East Africa

 
Nathan Associates Inc. is seeking a Transport Sector Development Specialist/Team Leader for an eight-month East Africa Corridor Diagnostic Study (CDS) co-funded by USAID and DfID. The CDS has been designed to provide a clear sense of the costs and benefits of different interventions along the Northern and Central Corridors of East Africa and provide a platform for enhanced coordination between international donors. It will also initiate a sustainable public-private dialogue by highlighting corridor development solutions, including public-private partnerships (PPPs) and promoting mechanisms for private sector advocacy of corridor reforms.

 
The CDS will include a synthesis of existing studies and collation of data on transit efficiency, an audit and diagnostic of transit efficiency along the Northern and Central Corridors, and the formation of a prioritized action plan for corridor reform. The CDS also features a communications component to raise awareness of the study, and increase public-private dialogue on corridor reform. The study will culminate in a Stakeholder Conference to review/assess the proposed action plan.

 
Qualifications
  • Minimum of 15 years of experience in all modes of transport including logistics, transport economics and financing, transport operation and management and transport policies;
  • Understanding of trade and transport issues affecting the movement of imports and exports along trade corridors;
  • At least 10 years of experience working in East Africa;
  • Advanced degree in transport logistics, transport economics, public administration, or related field;
  • Strong supervisory skills; demonstrated ability to manage administratively and operationally on a regional or multi-country project;
  • Excellent conceptual, writing, and interpersonal skills;
The 8-month position will be based in Nairobi, Kenya. Housing and other relevant allowances will be provided to non-residents of Nairobi.
