Key Responsibilities
  • Design, Implement and maintain efficient planning, management, assessment and formulation of the livelihoods program with the adoption of Rights Based Development Approach.
  • Contribute to the Design and formulation of the general framework and strategy of the Country Program.
  • Assure and Control the quality of the narrative, financial and evaluation reports.
  • Build capacities of partners in the process of monitoring, following up and strategic assessment of the country program, drawing up the training and support in development plans when needed.
  • Design and implement the system of monitoring, learning and strategic assessment of the country program, drawing up different instruments to monitor and assess.
  • Supervise and appraise the quality of the proposals presented by development partners.
  • Control, with Project Technicians of SC, the scheduling of payments and reports, and the sending of reports and other requirements.
  • Support technically the counterparts in monitoring and supervision of projects in progress and in the reporting, according to the Intermon Oxfam and back donor requests.
  • Represent the institution before local development actors, and other possible cofinancing agencies, other external bodies as needed.
  • Develop and maintain networking and coalition building with various ad_hoc and permanent allies
  • Lead researching and advocacy initiatives embedded in the Livelihood programs
  • Coordinate and ensure the mainstreaming of crosscutting issues like Gender, environment and HIV/AIDS in the Livelihoods program
  • Ensure synergy of the Livelihoods program with other programs like Humanitarian Action and Water and Sanitation
  • Support the implementation of a plan of fundraising in the field.
  • Participate in the work together with other Oxfam affiliates and Oxfam international.
  • Coordinate, follow up and capacitate his/her team (projects/programmes officers, clerks...)
Experience and Skills
  • Tanzanian with a deep knowledge of the country.
  • University degree, preferably in Rural development fields
  • Experience in International cooperation or development training will be an asset.
  • Three years experience in the cooperation sector, two of which in a management position. Specific experience in rural livelihoods will be valued.
  • Working experience with local counterparts, local and/or international NGO, etc.
  • Experience and knowledge of formulation, following and evaluation of cooperation projects and programmes with vulnerable communities.
  • Team working and multicultural team coordination experience.
  • Knowledge of the reality of the region and specific knowledge of Tanzania's varying socioeconomy and biophysical settings.
  • High level of communication and interpersonal relations skills.
  • Selforganization and Results Orientation.
  • Team working and collaboration skills
  • Planning, management and organisation skills.
  • Fluency in written and spoken English and Swahili.
  • Computer skills (Office, Internet, E_mail)
  • Driving licence and availability for travel.
  • Motivation for international cooperation, development and fight against poverty.

Working conditions
  • Contract of employment: Contract of one year renewable, based on performance and continuation of the program (planned a minimum of 3 years).
  • Contract in charge of Intermón Oxfam and according to the country legislation.
  • Working hours: 40h a week. Working hours depends on the functions to realise.
  • Availability of dedicating some weekends, especially journey for the following of the projects (working day recoverable).
  • Salary: According to the Intermón Oxfam's country gauge.
  • Social benefits: Medical, life and accident insurance in charge of the institution; moreover, Intermón Oxfam give economic aid for workers with family.
  • Holidays: According to the working calendar in the country.
  • Working place: Morogoro (Tanzania)
