Clients include international development agencies, international lending institutions, private corporations and philanthropies, and host-country governments.
Objective:
DAI seeks qualified candidates to seve as Monitoring and Evaluation (M&E) Advisor for an upcoming USAID-funded democratic governance program in the DRC. The program will span 5 years and is designed to improve the management capacity and accountability of select legislatures and local governments in the DRC. Its three primary objectives are: a) to increase citizen demand for accountable governance; b) improve the capacities of provincial and national parliaments, and c) help establish and implement laws, policies, and procedures for decentralization.
The M&E Advisor will be an integral member of the technical leadership team, involved in the implementation and oversight of the program. The M&E Advisor will use her/his skills in data management and analysis to document achievement of established target results and objectives of the project, provide consultation to local institutions in the development, management and analysis of M&E databases, and conduct syntheses of recorded accomplishments, helping DAI establish the valuable, tangible and intangible contributions made by the project in strengthening governance in the DRC. Working with the Chief of Party, the M&E Advisor will distill the information generated by the project and valuable lessons learned into written form for dissemination to the wider public. Analysis by the M&E Advisor will also serve to guide project activities and to focus or re-focus them as indicated by progress or failure in advancing the objectives of the activities.
Requirements:
* Four years of progressively responsible experience in monitoring and evaluation and data collection and analysis.
*Demonstrated experience in designing, writing, implementing, and analyzing performance monitoring plans.
* Relevant masters degree preferred.
* French (competency required, fluency preferred)
* Experience in French-speaking Africa a plus.
