DAI seeks qualified candidates to serve as Legislative Strengthening Advisor for an upcoming USAID-funded democratic governance program in the DRC. The program will span 5 years and is designed to improve the management capacity and accountability of select legislatures and local governments in the DRC. Its three primary objectives are: a) to increase citizen demand for accountable governance; b) improve the capacities of provincial and national parliaments, and c) help establish and implement laws, policies and procedures for decentralization.

The Legislative Strengthening (LS) Advisor will oversee the program's intermediate result (IR) 2, "Selected parliaments are more democratic and effective." This LS Advisor will carry out a range of management, oversight, advisory and evaluation functions for developing and implementing activities under IR 2. The LS Advisor will assess capacities, engage in policy processes, help determine training needs, develop curriculum, assess and modify training as necessary, ensure sustainability of programming, work directly with parliamentarians and staff and collaborate with other donor Contractors. She/he will also have responsibility for stregthening the institutional capacity of Congoles parliaments. The qualifications required are:


* Seven years of progressively responsible experience related to legislataive strengthening.
* Demonstrated successful track record in implementing all aspects of practical legislative strengthening, including training and on-the-job capacity-building programs.
* Experience in providing assistance in policy and law-making processes, outreach, internal communications, and engagement with parliamentary stakeholders.
* Masters degree preferred.
* French (competency required, fluency preferred)
* Experience in French-speaking Africa a plus.
